How to pick the right budget monitor?

What do you think about the measured response times on these sites? Both reviews measured the response time with different testing methods, so you can't really compare both results to one another, but what do you think about the results? Playware measured it at about 8ms, Pc lab pl measured it at 18,4 ms with a rise + fall response time test. The recomended overdrive options can lower it to about 6-7 ms on playware's review. Is this good enough for casual gaming?

Yes, it is enough. Console players are playing games on TVs with 40-60ms response delay and can somehow deal with it.
