If your friend is on a budget is suggest looking at first and second gen ryzen chips personally

Nope, no board can do that. You get 6-7, or 8-9 on Intel. Only AMD bothers to support 3 generations of CPU at this point (4 if you count the faildozer AM4 bios update tools)
