I have a few questions. When it comes down to motherboards and their extra CPU power connectors, (ie: ASRock X570 Taichi, and MSI MEG X570 ACE), do I need to populate the extra power? I seen some people saying that those are for extreme overclocking, while others saying their computers were unstable without them. If I do, what would be a good PSU for it? Seeing not many 650w have two EPS. I am wondering as I never really dealt with two EPS before.

The second 8 pin/4 pin EPS is largely unnecessary.

The First 8 pin can already carry 384W. I doubt you will be overloading that, with even a 3900X that is not needed.
