Usable ram

Just wanna ask, i have 16gb ram but when i open task manager and windows properties, it said 8gb(8gb usable). When i check on bios or cpu-z it shows 16gb of rams and the slots i put the rams are 1-3. How do i fix it?

Pc spec: 

W10 pro 64bit

Ryzen 5 2600
Asrock B450m steel legend
Nighthawk 3200Mhz 8gb x 2
Rtx 2060
3tb 
120gb ssd

A good option as well is to consult the manual. RAM and front panel buttons are the one thing I use that thing for and man have they saved me. If you don't have the book anymore, OP, try this link from ASROCK. I found it by simply looking up your motherboard model and navigating to the support section. There are also drivers located there if you haven't installed those.

Tried to put 2 and 4 still the same, it detected on bios but still 8gb in windows

Would you be able to post a picture of the sides of the two sticks with the model number and that info? Maybe that will help? Does your BIOS recognize each stick?
