If it's not grounded--like, actually grounded, not just snapped onto a mat--it's not going to do anything. On the rare occasion that I use one, I set up a PSU just off the mat, plug it in but leave it in the off position, connect the anti-static wristband's to the fan grill and go with that to make sure it has an actual ground connection.

 

I hardly ever use one anymore, though. Follow a few simple rules--no socks on carpet, discharge yourself on a grounded piece of metal every time you think in the slightest that you might have picked up a charge. I've killed maybe two boards in my life through ESD, and both were old and on the way out anyway.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

You have try pretty hard to damage components that way. Ive done pretty much anything with my spare psu that youre not supposed to do and its still running.

Jayztwocents has done a video where he tried to damage all kinds of components with esd (rubbing on a chair/coat etc) but he didnt succeed.
