Ah I was just about to say, "I'm not familiar with Windows 8 at all but looks like it could be some sort of dark theme?"

It really doesn't look like Windows 10, I gotta say.  Are you sure?  Are you running any themes or something?

Edit: actually now that I look closer, it's like some kind of hybrid.  iirc those icons are too new for 8.1 and so is the action centre, but the start menu and general task bar appearance is unmistakably 8.1

Okay, try holding the WIN-KEY + R

Then run this command: winver

 

I think this is Windows 8.1, and that is some 3rd party start menu.

You have installed a start menu replacement programs.

Uninstall it, and hope it restore modified system files properly.
