Hey so I bough a pc with a the i9 9900k and a good cooler but I think my motherboard is too bad for overclocking. Could somoene help me how to safely set up the cpu voltage. Iam really scared of make that value higher... Is it even possible with that motherboard ? :/

i9-9900k

Msi MAG Z390 Tomahawk

650 be quiet Straight Power 11

NZXT Kraken x52

Then buy an actually good board. You can't run a CPU that uaes 200w or more at 4.8-5 and use it on the cheap at board with garbag VRM cooling.

That's also stock. I googled a bit more - the stock frequency for all-core turbo is 4.7. Just let it do it's thing and don't push it. Assuming the board remains under 90*C, you should be fine.
