Maybe try reseating the GPU or cleaning the GPU Pins with a Q-tip? Or make sure that the cable connecting the GPU to the monitor is properly connected and nothing is between it. Also, try different drivers if those dont work.

I have tried reseating/cleaning the GPU, reseating the ram, changing HDMI cable and hooking the monitor up to a laptop. It isn't the cable or the monitor, so I'm wondering if the GPU is defective. It's an RTX 2060 paired with a Asus TUF B450-plus gaming motherboard.

Maybe try on another monitor? But if it's under warranty still I'd RMA it due to how much it is.
