What's the best option? a sound card or an external dac?

External Dac. If you have the desk space (it's not all that large though) and if you are tight on space, sound card's are still a step up from integrated audio. If you want the best a dac is the only thing that can give you the best sound quality.

Always go external, theres an awful lot of interferance inside a computer, as a result external audio devices generally have less background noise on them as they are away from all that system noise.

Depends on your use case scenario my friend, no point in wasting money where it's not needed! The majority of the time your on board audio will power your headphones.
