Your best way to ground yourself would be to plug your power supply into your wall outlet outside the case and leave the power supply turned off and hook the wrist strap alligator clip to that.

Your wrist strap has to be connected to something that's grounded (earthed) ... just connecting it to a desk won't help.

 

The easiest would be to install the power supply in the case and then plug the power cable into the power supply and a grounded mains socket. Now, the whole computer case is earthed, through the power supply.

You can now take the clip of your wrist wrap and attach it to any metal surface of the case that's not painted over - any static electricity will discharge through the metal case, into the psu case and directly through the earth wire of your power cable into the earthing of your building.

You could skip the computer case but it's kind of hard to attach that clip to a psu, there's not much the clip can bite into, and also a lot of power supply parts are painted and you may not want to scratch the paint. Paint can prevent good contact, aim to attach the clip to something not painted.
