I have my new version of OCCT 64bit doesn't want to run every single time. I opened it and start the test but it didn't do anything, no loads no stresses, nothing. Do you have any idea? It's on W10 Pro 64

No idea beyond it being another W10 issue.

I say leave it running for 8 hours.  Not sure what cpu you have but the point of stress testing is to STRESS.  Running a single stress test for an hour won't always find instability and instability can cause a whole host of problems if it manages to corrupt an update.
