ms vs. Hz refresh

Can someone explain in normal English the difference between a ms response time and the Hz refresh rate posted on boxes. What will I notice more? Also, how are they different if they both refer to speed of displaying a thing?

 

I haven't really kept up to tabs with monitor technology since like 2014, and I just want to be knowledgeable "enough" to pick the right new monitor.

Response time is how fast the pixels can switch. Usually it's some shade of gray to another and back. A higher response time means more ghosting, which looks like the image is smearing across the screen if there are moving bits.

 

Refresh rate is how often the monitor will grab an image from the video card.

hz is how many times the monitor refreshes ms is the delay between when the gpu sends a signal and the pixel changes color. i notice hz more

Response time is a mostly meaningless metric. In order for you to notice it, it must be 30-40ms or more.

Not quite. But the numbers quoted by manufacturers are meaningless, as there's no uniform testing methodology and they're usually unrealistically low best-case numbers.
