RTX 2080 FPS issues

I have a EVGA RTX 2080, along with an i7900k CPU. However when I try to play BF1 I get around 144fps, but I have really bad stutters that bring me into the low 70-90s. I have resolution at 100% and 1080p. I should get more FPS. My old PC (RX580) got more stable FPS.... What should I do?

Hate to say the basic stuff, but see if you need a Driver update in GeForce Experience. Stutters could also occur because of a new driver.

See if it also happens in other games.

Just did it, still major FPS drops.
