Hi, My currently build have:

Ryzen 2600

Biostar Racing  b350gt3  

HyperX 8gb 2400 mhz

Rx 580 8gb

Corsair cx 450

 

I was thinking about changing my gpu and get a Rtx 2070 Super, but here in brazil that gpu is way more expensive than a Rx 5700 XT. In that case, is Ray Tracing worth it?

Another question that I have is about bottleneck, because I want to buy a 1080p 144hz monitor in the future.

Along with the gpu, I get a psu like cx650 and more 8gb ram for dual channel.

the performance hit would be so bad that you wouldn't be able to play the game with it on, so kinda moot unless you have a 2080ti. there should be a molex to 6-pin adapter on the 5700XT that you can use on the CX450, if not you can get one for a few dollars.
