So I had this issue a few days ago after I built a new PC with parts I ordered online.  I took my new build into a PC store they diagnosed it and said it was the motherboard. Send the motherboard back, got a replacement rebuilt it, and I'm having the exact same issue.

 

Build: MSI Z370 "gaming plus" motherboard. Corsair RM 650x PS. Sapphire Radeon RX 5700 graphics card. Intel boxed core i7-9700k processor, Samsung 860 EVO 1TB SSD, Vengeance LPX 2x8GB ram.

 

The problem: I can load into the Mobo bios, connected with HDMI through graphics card to the monitor. From the BIOS, I can see the ram, I can see the CPU and I can see the SSD, everything looks fine. When I try to boot Windows from any source (tried at PC store from a PC, USB, and ethernet) I get as far as three seconds of spinning dots. The dots freeze, and nothing happens. I have waited 20 minutes, and nothing continues to happen. I've tried removing one stick of ram, and same issue. I've tried with the other stick of ram, same issue. I even tried booting from my SSD, even though there's nothing on it. Same issue.  I looked closely at the CPU when I put it back together and didnt see anything bent or damaged.  

 

Boot windows from USB stick- 3 seconds of spinning dots, freeze. I've replaced the motherboard with the exact same model. Same issue. This is my first time building a PC so I dont know much. Go easy on me.

 

I should also mention that the PC pro at the store said he took everything apart and tried it on another motherboard, and determined that it all worked fine.

Most likely your USB installer is corrupt.

Phone 1 (Daily Driver): Samsung Galaxy Z Fold2 5G

Did that PC guy at the store (when he tried your config on another motherboard) also use your power supply or did he use another one ? 

edit: Did you check the BIOS version? According to MSI, it should be at least 7B61v15 to support 9th gen Intel CPUs and there are two even newer versions available.
