Pc freezing on first boot up

So I built a new pc last week and I was having a freezing problem when I booted up windows(on a flash drive from their website) and so I re wired everything, made sure everything had good connection and booted it up again and it’s still freezing so I talked to some people that I know and they all said probably bad motherboard so I bought me a new motherboard and it’s still freezing when I boot up windows. Would anyone know what could be making it freeze and how to fix it. That photo is when it keeps freezing.

Go to BIOS and put it on defaults.  A overclock can cause this.  Can you tell us more about your box  ?  Fill in your signature or tell us system specs so we can help you better.
