Next big PC Build - Long term

Hi fellow PC builders,

I will show my current build under and now would proceed towards my plan and questions. First, as will be getting late into Uni, fall 2020, wont be doing any major upgrades on my PC due to uncertainty if I will be staying in London or out. My plan was to upgrade my current CPU to third gen Ryzen and not buy any new part for at least 2 years. After that would sell everything from my current rig, or almost and do fully new upgrade. Would like to have a machine with the following features/specs/purpose- 4K gaming and video, high refresh rate(at least 75), 2nd monitor with similar aesthetics but cheaper, custom water cooling and some small scale game development will be done on it as well. What budget is reasonable that would cover these things in 2 years time ?
