OBS Rendering Lag RTX 2070

So to start this off, I was streaming fine in all games in game at 2560x1440 down scaled to 1280x720 , (Forza 4 H, Apex, Fortnite, ect...) But Just updated my windows to 1903, cause I couldn't get Nivida driver to work on the 2070 with out it, ( it did, but didn't. I didnt have the control panel when you right click on home screen and found out i needed to update my windows for that to work and it did) BUT.... Now I can't stream any FPS games without very bad rendering lag in OBS, I know i should limit my in-game fps to 60 to take the load of the gpu so OBS can use it. No mater what I do, say apex from 3840x2560 down to 1920x1080 and low on all settings my gpu still runs 100%. The only way I can get not render lag, is to go in to windowed mode or borderless window mode, but at 2560x1440 some games (apex legends) dont scale right in windows mode or border less. GPU is a RTX 2070 and CPU is Ryzen 7 1700. not sure if the windows update did something and/or has any one had a problem with this? and a way to fix it? Or to set back the update?

Leave all your game settings alone. Go download Nvidiainspector and set an FPS limit there. That does it at the driver level and takes out that lag from using other options like that. This is what I have to do with my 2080ti when I stream to ensure I have enough overhead for OBS to render the frames.

I dont know what the latest version is no, thats the version I use, 2.13 and it works flawless. Just need to reset the FPS limit after a reboot is all.

Got it to work. So from Apex, it works with no Vsync, but the tearing is to much, are you still able to use Vsync or do I need to set it on in the Inspector?

Vsync, no. My monitor is a Gsync compatible monitor so I use Gsync.

i have a freesynce but isn't supported for Gsync sadly. Well i got it to work, some what. Ill mess around with some settings and see what happens. Thanks for the help!

even though its not supported by Gsync, all Freesync monitors should work and you should have the option to enable Gsync in the nvidia control panel.
