Recently helped a friend build a pc and after some initial problems with his ssd not showing up in the boot menu I was able to get it to boot windows 10 home. Initial boot was weird as it almost always goes to the bios but it does let me boot off the m.2 ssd when I click on it. Once I got it running I installed Nvidia GeForce Expierence and download the latest drivers. However the pc does not show that he is using his RTX 2070 but rather shows that the onboard graphics Intel 630 UHD is being used and his Nvidia control panel doesn’t show up.

Are you sure his display cable is plugged into the GPU? Sounds like it's plugged into the motherboard lol

Yes I’m pretty sure it’s plugged into the gpu, I plugged it in for him. It seems like it’s using the gpu as a pass through rather than as a dedicated graphics card

Check the boot options in the bios and move his boot drive to the top of the list, it might be getting hung up on network boot or USB boot and just forwarding to his BIOS as a fallback. 

 

For his GPU, since the display is plugged into the GPU it should be using the GPU given it has the correct drivers, did you JUST install Geforce Experience, or did you also grab the most recent driver from the RTX 2070 page? It's always best practice to install the driver first, then install Geforce Experience. 

 

Right click his start button, click "device manager" and click "display adapters", see if the RTX 2070 is running properly, it might just not have drivers at all. 

 

There's a program called DDU that completely removes all graphics drivers and starts you from fresh

I'd uninstall Geforce Experience, run DDU, install the graphics driver from NVidia, then install Geforce Experience.
