How much fps would I be getting? on 4:3 resolution 1024x768? Thank you

Hello, I would like to do a budget build for a new computer that can run CS:GO smoothly, preferably 200+fps since I play on 4:3 resolution 1024x768 (but sometimes 1280x960) with low settings on a laptop that averages 60-70 fps but dips in smokes. Either way, I would not mind even having constant 120 fps or more but the more is better of course. I was wondering if it was possible to have a budget build around 400-500 CAD for 200+fps or more but I would like to always know if I got something between 300-400$ CAD would I get 100 fps on csgo on these resolutions. My location is Montreal, Canada. Anyway, this computer would mainly be used CSGO. I would have one monitor probably running on 60 hZ. I do not have a monitor or a keyboard, but I would probably invest most of most of money into the computer. I will be using Windows 10 or 8.1. My budgets are only for computer parts and do not include mouse, keyboard, monitor, but if someone has suggestions let me know.

Not sure why your worried about  a higher refresh rate if your playing on a 60hz monitor?

Dont you mean higher fps? Even if I am playing on 60 hz, higher fps makes the CSGO smoother. When there are lot of smokes in the game which is common when playing 5v5, the fps goes down.  I also run the faceit client which runs its AC so I do not want to be lagging.

You can have the highest end gaming pc out today running 800fps or what ever but you will only ever see only 60fps.   60Hz = 60 FPS.  You basically only need a machine that won't dip below 60fps and  you are good with the monitor you have.  Unless you upgrade to a faster refresh rate monitor.

200 fps still makes a difference vs 60 fps regardless 60 hz screen monitor. Watch the video!

4:14 says it all.  He has now way of proving this works but tells you to try it yourself.  If your going to go for it build the rig @star_pilot475 suggested and hopefully it works well for you.  And if it turns out that you can't tell the difference you can always then upgrade your monitor to a higher refresh rate since you should be in the 200 fps range.  ?
