Get old optiplexes with 3rd/4th gen i5/i7 processors (they go for around $200-250) and pair it with an rx570 (they go for around $70-80 a pop).

Add in a small 120/240gb ssds (they are pretty cheap atm).

Stay away from sff PC's as try are pain in the ass to deal with.

Upgrade the PSU (if needed).

And you can sell it for around $500-600 USD.

Also you can add a cheap case with a side window and throw in some RGB fans (AliExpress is a good site for purchasing RGB fans for pretty cheap).

 

My ex-roommate used to make such PC's and flip them.
