msi x470 gaming plus

ryzen 2600x

Rtx 2070

32gb Adata 3000mhz ram

I have had this problem off and on for years now, ever since moving to windows 10. On random occasions whatever drive is the second drive in the boot order wont initialize. This problem has followed me across fresh windows installs, new ssd's, new ram, new motherboard, multiple different cpu's. On one occasion I fixed the problem by dropping down to only 8gb of ram in the system and that fixed it. but all memory tests come out clean and testing each stick individually clears them all as good. The only thing that has been a constant across all my builds is I always use MSI motherboards. is it and MSI thing? or is there something else I should look at?
