So my pc has an 110 gb ssd and a 300 gb hdd. It's quite enough for what I need but the thing is that the ssd divided into to partitions, it used to be just local disk c with 110 gigs but now i have a local disk c of 30gb and a local disk e of 80 gb and I'm running out of space on local disk c cus everything saves there for whatever reason even tho I choose to install most of the apps on my hdd. Is there a possibility for me to merge local disk c and e so i can have just the local disk c of 110 gb?

You can wipe partitions you don't need and expand the C drive... but you will lose whatever data you had on those other partitions. I don't know of a way to do it without losing the data on the other partitions. You might be able to shrink the E partition, then expand the C though.

i can shrink disk E but it won't let me expand the C

You probably cant expand C with the integrated partition program 

Use this: https://www.easeus.de/partition-manager/partition-master-free.html

 

Does the job and is free

BUT DO A BACKUP!

Ahh OK. The partitions might not be next to each other then, probably the recovery.... was just about to mention EASUS when @Metallus97 got there first :)
