CPU overheating

Hi, I have a Xeon x3480,8GB RAM and a GTX 960 but something is wrong. My PC isn't performing well it keeps stuttering in games like Fortnite. I tried to see what my problem was so I put my 960 back to the stock clocks but it still isn't working (70C while gaming). Then I looked at my CPU temperature and it was at 99C/210F while gaming. Should I reapply thermal paste or get a new CPU cooler (I'm using the stock cooler).

Uh, well are you overclocking? Cause I mean that could be an issue and depending on your case the restricted airflow and the Stock cooler could be your issue. id say just get a new CPU cooler. and reapply thermal past frequently

to test whether the current cooler is still worth using without using more thermal paste, clean off the old thermal paste and use a bit of toothpaste instead. If it's still overheating then it's time for a new cooler.

Cheapest solution, re-paste.  Check temps after doing this.  If temps are still bad, get a new cooler, the fan on the stock HSF may be worn out.

Just to add, I think there is a possibility that a messy cable management could have stopped the rotation of the fan. Please tie your wires.
