Can this be a CPU bottleneck

As you can see, the OP only has problems in GTA 5. And it's because of the game itself. This video is pretty much the same specs. If the dude in this video wasn't playing on Ultra everything(except MSAA, it's at x2), he'd get much better fps. Which would in turn would take some % usage down to around what the OP is describing. And there's no telling what the dude in this video has his Advanced Graphics settings set to. This video also shows no bottleneck as the CPU rarely even reaches 80% and his GPU is constantly at 99-100%(which is great). This video also shows that when he joins an online lobby, his fps dips down even more. This is because of how GTA 5 is optimized in general. The more people in the lobby, the more they do in the open world, the lower fps is going to be. No matter if the OP had the best hardware in the world, it's going to do the same thing.

 

To solve this issue is to customize the graphic settings as much as possible. But when joining online lobbies, fps is still going to drop. Just how the game is.

Hi.When i'm playing gta 5 the game won't go past 40-45 fps in the city,in crowded areas.Can this be a cpu bottleneck? My gpu is sitting at about 40-50% usage,the cpu is also around 40-50%,but since it has 8 threads, that just mean it's fully using 4 cores ,I believe. 

My pc specs:

CPU:Xeon w3570 (basically better binned i7 960)

MOBO:Gigabyte GA X58A-UD7

Memory:12gb ddr3 @1600mhz

GPU:RX 480 Nitro 4GB

*Neither the cpu or gpu is thermal throttling 

*This is the only game that I have problems with,the other games I play work flawlessly.

Due to the age, it does seem the CPU is the weak point in this equation.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Does this occur in story mode? What are your current graphic settings? What is the make and model of your monitor?

It's bottleneck tho
I have Xeon W3550 on my old PC and i was using that CPU with GTX 1060 3GB and i can confirm i had worse performance in many games
(For example AC Origins, Resident Evil 7, Batman Arkham Knight, Far Cry 5, GTA V - especially online, Final Fantasy XV) Especially if you don't have air cooling but passive temperature can be more than 80 degree

Not quite enough for GTA5. I had a Xeon E3-1230v2 which have better IPC and higher clock speed and it bottlenecked even my 290x in some places let along my 980 Ti.
