Freezing every 10 seconds

Hey. recently ive been having a problem with my laptop where it system freezed for 0.10 seconds every 10 seconds. for example, if im watching a video or playing a game the audio would lag out and video will lag also for the 0.10 seconds but its constant which makes it noticeable. even when im browsing the computer, the cursor skips ahead due to the lag. can i have some ideas on whats causing this and how to fix it? thank you.
