NAVI is looking pretty good, but it's too bad there's no aftermarket cards out yet. Still might be worth getting the RX 5700 /XT

The 2070 Super killed the RTX 2080, it has most of the performance at a lower price. You should use the extra savings there to buy an X570 board, and or a better CPU cooler like the scythe Fuma dual tower cooler.
