Building computer for my brother. He's going to use it for machine learning stuff (neural net stuff) and lots of number crunching, not gaming. He wants a 2080 TI because that's best for what he's going to do. He also wants the potential of upgrading to a second 2080 TI (thus the overkill PSU and blower style GPU). 

 

His budget is $3,000. Lemme know what you think I should change.

A 1000 watt PSU would be more economical, if you prefer.

 

You should spring for a large air cooler instead of a water cooler if longevity is a priority. A noctua NH-U12S or something does the trick nicely, or a U14S for something beefier. Also, the fancy new Dark Rock slim is really nice.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

I'll look into 1000 Watt power supplies. I was thinking the same thing about the air cooler. My concern is my brother is moving a lot as a college student between internships and stuff, and I don't want a heavy air cooler to pop off during transportation.

You might like the Dark Rock TF, it's significantly lower profile so there's less risk of board flex. Might have a ram clearance issue, but Ripjaws V isn't super tall.
