New content creating build

my current pc is starting to give me errors and i also have been needing a new pc for a while... pretty good timing because ryzen 3000 just released so for 1200 usd what would be a good build... ryzen 9 looks good but i was thinking about getting a ryzen 5 3600 and then upgrading the the r9 3920x if needed any suggestions?

i have the case (ATX) and psu (850 watt)

if i can save money i will the most important thing to me right now is reliability and performance in premiere pro

For premiere pro, definitely go with more CPU horsepower, and cut back on the GPU. Also Nvidia for Premiere Pro (CUDA support is much better). So this:
