Your RAM could be a part of the issue. As @mariushm said, R5 2400g is 4c/8t CPU which migh be a limiting factor when paired with high end GPU, especially at high FPS. Current lower end Ryzen CPUs are not really capable of pushing high FPS numbers, which is evident by its usage in R6S.

So recently, I've bought a new PC, with a RTX 2070, a Ryzen 5 2400G and 16 Gb of ram and put my old hdd in it. I've played R6S, Battlefield 5 and GTA 5 and I've noticed that my performance in most of my games is below average like for example, R6S should be running on about 300 FPS on the settimgs i have, bit it runs on 70-90, and GTA 5 is unplayable with FPS around 40-50 so I've checked the usages of my GPU and CPU and on R6S, the usage of gpu is 95-99 and the CPU usage is 70-80, but in GTA 5 GPU usage is on 20-30 and CPU usage is on about 50%. Could my PC be bottlenecked? Or could it be the slow hdd?

Your RAM, is it running in dual or single channel? And whats your RAM frequency?

You have 4 cores and 8 threads with your 2400g ... the small number of cores may affect the framerate.

You have a pci-e x8 connection to your video card due to the integrated graphics in the cpu - probably doesn't make much of a difference but it could still be something like 1-3% lower performance compared to running at x16

Are you running memory in dual channel (2 sticks, in the proper slots)? Is it running at high frequency? Dual channel really matters with Ryzen ... it will really improve framerate running in proper dual channel.

Have you set it to 2400? By default it will be running at 2133.

 

EDIT: 2400 is still slow. 3000 or 3200 is recommended RAM frequency for any Ryzen CPU.

So I guess I'll get the 3200 Mhz RAM and I probably should get a better CPU too so I'm looking at the Ryzen 7s and I'm deciding which one to get, the 1800x, 2700 or the 2700x. Should I get the more budget 1800x or go full out and get the 2700x?

I would get upcoming R5 3600.
