I've tried Hardware and device troubleshooter and turning off power management no joy. I'll go into more detail now.

From what I can tell it seems to happen to only 1 Row of USB ports at a time, I've managed to get 1 of them to stop doing it but the other 2 rows continue to turn off randomly. they turn back on after a while, but it's still not ideal. I've run Anti Malware bytes no go. Also this does continue after shutdown and reboot. Currently I have 4 rows. Row 1 seems to turn off often but also turns back on quickly row 2 i've fixed but turned off and back on about every couple minutes. Row 3 seems to turn off every 30 minutes while turning back on in about 1. I haven't tested row 4.
