Your 1070 is overkill for a 4570 firstly.
If you don't already, try getting an SSD with that price.

If you want to stretch that $300 to something around $400-500 you could upgrade to a 7th gen Intel mobo/processor/RAM.

I'd scrounge around on PCPartPicker and see what you can find under $300 for a mobo/processor/RAM package that is faster than that 4570 of yours.

----

Another thing you could do is find a used 4770 or 4790k and replace your i5 with that. It's still a solid CPU.

GTX 1070 - Ryzen 5 3600x - Corsair H100i V2 - 32GB DDR4 3200

You think I should upgrade my RAM from 16 GB?

16gb is sufficient to be honest. If you can find an identical cheap 16gb set though, go ahead. I'd say the CPU is more important of an upgrade rn though.

Why should I buy "Team - T-Force Vulcan 16 GB (2 x 8 GB) DDR4-3200 Memory" when I already have 16 GB RAM? Are they not the same thing? I know very little about computer components so I'm a bit confused.

You are now currently running DDR3 RAM for a 4th gen Intel CPU. That is incompatible with newer CPU and motherboards

Anything newer than that no longer uses DDR3, its all DDR4 now.
