Odd cursor behaviour

Hi, I have a very peculiar problem.
My cursor fps drops down to 30 (from 144) in very specific windows of random software for example the "easy clean" tab of CCleaner, the loading screen of League of legends, the landing screen on HandBrake, and some others.
The odd things is that this behaviour only occurs on those super specific pages, not in the normal usage of those software or pc in general. I wonder what caused that. (I already tried to unistall and reinstall razer driver, not that even mattered to begin with, but you never know).

Btw sorry for my english, but i'm italian :)
