what is the best free security software that can run on raspberry pi or Linux ( most likely Ubuntu). I want a software that looks similar to Blue Iris and is FREE. Also and good IP camera apps to have low latency and decent fps and res.

I am in total agreement with you and am sorry nobody has replied with any advise.  I switched everything to Linux about two months ago and my biggest problem is software for my cameras.  I still have a licensed copy of Blue Iris and it is useless to me now.  Nothing I have found in Linux holds a candle to it.  I hope you haven't wasted hours trying Wine or VM software.  I have, It doesn't work with Blue Iris.   I don't mind paying for software if it will work.  I have a Louwice outdoor cam that worked wonderfully on Blue Iris.  I can't find any Linux software that can recognize it.   I have Ivedeon running now with a camera they suggested.  Great tech support, lousy camera, poor software.  It is free for home accounts and I am stuck with that for now.  I noticed that this post from you is old, I hope this helps revive it and help us both!
