Safe mode stops apps from starting up in the background automatically that could interfere with the process. Also sometimes the OS will try install the video driver on its own when it detect the old one is removed when not in safe mode, which is an absolute pain.

Thanks. But can I ask another question? I have windows 8 but when i go to the options for amd drivers there isnt an option. How do I install drivers for my rx 570 in windows 8.1?

I dont think there are any difference between Windows versions, just take windows 10 version

There absolutely is a difference, Windows 7 & 8 use WDDM 1.X while 8.1 & 10 use WDDM 2.X.
