Whats the difference ?

4.1Ghz is only a 1 core boost, meaning if only 1 core is active it will boost that core to 4.1Ghz, with 2 cores active it will only boost to 4Ghz, and the all core boost is 3.9Ghz, and yes a 3.9Ghz manual overclock would be exactly the same

In this case turbo boost to 4.1 is when a core or two has work, not all of them (3.9 for all core on 9400F I think). Overclocking can be chosen to be on however many cores you want.

I take overclocking to 4.1 to either mean you run 4.1 on all cores, or 4.1 100% of the time or even both... 4.1GHz on all cores all the time.  For example, I used to run 5.0GHz on all cores all the time but now I just have it run at 5.0GHz on all cores only when needed.  I guess I boost to 5.0 on all cores, instead of the normal boost.

 

Boosting is a temporary when needed 4.1GHz on the first core and slightly slower on the other cores, and then going back down when load is reduced.

 

There may be an actual formal definition but that's how I look at it.
