please tell me how to distribute internet speed on user based and block web site using web filter in ubuntu  using free software

do you need to use ubuntu? using a premade router or firewall distro like pfsense or untange would do this better.

 

but you can do this with traffic shaping, iptables, and dns filtering, won't be easy, so use a premade distro.
