I have a brand new build and I want to hook it up to Ethernet but the lights are not going on when I plug it into the port on the wall. I have the latest networking drivers that I can have and I do not know what is wrong. Is there a way for me to figure out whether my board is busted or its my port without moving my whole setup across my apartment? My mobo is asrock b450m-HDV.

my guess is its the port in the wall and not your motherboard.

Take the router and plug it into your PC directly, if the PC says it is connected to ethernet, everything is working on the PC and it is likely the port on the wall or cable that is not working. It could just be a loose wire, it could be that whoever installed it fucked up the wiring and chose the other other "standard" and that's why it isn't working, could also be that the cable run was never made. But check that the PC is working first, then worry about the cabling if it does.

For testing cables you can use several methods, but the best is to use a cable tester, a normal continuity tester will work but good luck getting that to both ends of the run. A proper cat 5 port tester should be about $30 from your favorite supplier.
