Idle temps too high?

My xfx rs rx 480 temp when idle is around 44c+. i dont really feel like its too high, but i mean, i dont do anything on my pc, and the fans are running at 2000rpm all the time. I know the RS version got a bad cooler and all but ive also undervolted the card to about 916mV at highest (temps wont go over 70c when gaming), and a custom fan curve(never goes to 0 rpm). And ive also changed thermal paste on it around 3 times already, with no improvment in temps other than the first time i changed.

What are the idle clocks? It might be something is keeping the GPU busy enough that clock speeds never go down to idle.

gpu and memory goes down to 300mhz, sometimes goes up if i get a message in discord or windows.
