13% cpu max usage when unplugged

My computer uses full power when it's plugged in but when I plugged it out it's only using 13% CPU usage according to task manager.

 

My Battery is 80%

It's lagging and it doesnt normally do this. I set my cpu to 100% when its unplugged.

Sounds like power saving or something. Go into windows power settings and change performance when running from battery to "best performance"

It's not on power saver, it's on best performance. I've already tried setting my CPU maximum usage to 100% but its still limited to 13% usage.

Do you know if your battery is any good? If it's not able to provide the right amount of voltage, it could be the reason that on battery you see limited performance.

This is way too vague to answer. There's no question. What's the problem? When does it occur? What does it do? What can we do to help? What troubleshooting methods have you done already? Basic things you need to tell us if you need a problem sorting. All I've figured out is your CPU utilisation drops when not charging, which is perfectly normal. So far I don't see the issue.

You've got to bring the issue to light, explain the problems you have and with what. Otherwise it looks like a status update and a mod may have shut the threat down for it.

If your CPU runs at 100% while plugged in, I wouldn't think the charger is the issue. But I guess it could still be a factor. I think your battery may need to be replaced. Does it seem like it discharges a lot faster than it used to?

Ok, let me rephrase if I can.

My laptop's CPU usage is maximising on 13% abnormally when it's unplugged. It usually maximises at 100%. 

 

Before this happened. I connected a Bluetooth speaker to my laptop and ran some music. Then I closed my laptop and my speaker disconnected automatically and I was gone for 10 minutes. When opening my laptop after 10 minutes, my laptop started being really slow.

 

I've tried troubleshooting it,

making a new power plan

and restarting it.

I think what we are trying to say is you need to be more specific. What do you mean by "setting" the cpu usage? The computer will only use teh amount of CPU needed to preform the tasks it needs to do. At idle, meaning its just sitting at the desktop with no programs open, you should be seeing around 0-15 percent. Are you using special software to set maximum CPU usage? If so what software? Could you run a program that will scientifically demonstrate that it is running slower on battery power that it's supposed to, like a benchmark? Try running a stress test like prime95 and looking at task manager and seeing what the CPU usage is. I know I just asked a lot of questions, but these are all things that would significantly help us figure out what your asking.

How is the battery usage affected by restarting the PC? Is it always limited or does it come into effect a certain period after boot?
