Windows 10 not using full memory?

Task manager is famous for not showing your actual RAM usage on Windows 8 and higher. This is by design, as I believe it only shows actual in-use RAM and doesn't show RAM that's been reserved for management by the OS itself should a program require more RAM on-the-fly. I'm oversimplifying it, as I'm sure there's a technical document out there somewhere that actually goes over Windows 8/10's memory management, but that's how I understand it.

MOBO - AsRock Z270 Pro 4

GPU - GTX 1080TI

RAM - 8GBx2 (16GB @3200Mhz)

After looking into it for a bit longer I found that to be the issue.

This chart seems to show the proper usages numbers I'm looking for.
