unmounting ext HDD from USB 2. port,LED is still ON,why?

This problem started to get me on my nerves.I put 2.5 inch HDD into usb 3.0 ext HDD case.

Whenever I unmount that drive in Win 7 via right clicking on status bar icon I get message:It is safe to remove the drive.

But LED from ext HDD case is still ON,and when I disconnect the drive I hear a little buz sound,like I accidently remove the drive without safe removing via right mouse click.

This doesn't happen when the exd HDD is connected to USB 3.0 port on laptop.

What is happening?Will this damage my HDD in this ext case?

 

Please do not take offence for my apparent confusion or rudeness,it's not intent me to be like that,it's just my BPD,be nice to me,and I'll return twice better,be rude and usually I get easly pissed of...I'll try to help anyone here,as long as it's something I dealt with,and even if you think I'm rude or not polite,forgive me,  it's not me it's my BPD.

It's more then likely that the command to shut down the drive (or whatever causes the shutdown of the drive to be triggered) isn't being sent (or it just isn't supported in windows 7) so the drive remains powered until it's physically disconnected which isn't going to cause any damage to the drive as older external drives worked in the same fashion.
