With current processors, a secondary pc is almost redundant 

 

A single system setup is much easier to manage

 

With 1000$ you can get a fantastic system that would be great for gaming and streaming

That's actually a pretty good looking PC.

What stream settings are they using?
Try using NVENC encoding instead of software x264. Takes the load off the CPU and utilises the GPU for encoding. Doesn't impact gaming performance anywhere near as significantly as software (CPU) encoding.

That's true, for dual streaming setups NVENC is a marvel.
