I want to suggest parts to my friend so that he can upgrade his pc. Currently he has an i5 6400 cpu pre-built from dell that he stuck a gtx 1060 into. He wants to run Rainbow six siege at or above 144fps (as he complains that he can’t use the full potential of his 144hz monitor) and I think the gpu is just fine (as a usual game causes his cpu to be at 100% utilization) he really only needs to upgrade his cpu and mobo and I was thinking a Ryzen 5 2600x cpu as he is on a budget. I’m not really an expert but I do know a little about PCs and the different components.

His processor is fine, the graphics card would be the one holding them back

Figure out what processor it is before you go forward. That'll determine what they need to focus on

Going to a 6700k should be enough. Then a GPU upgrade as well
