Can you change Windows 10 Sound Manager Priority

Until recently I could use the pause/unpause/next track etc. buttons on my keyboard to pause/unpause etc. in spotify while I was using chrome. For some reason now Chrome takes priority even if I'm not browsing a tab with video/sound. I have to click the blue circled part to manually prioritize spotify but when I click on anything on chrome chrome takes priority again. Is there a way to make spotify the top choice until I say otherwise or at least disable this feautre for chrome?

The keyboard media control will control the last played video/music player.

So, pause and resume Spotify, and now your keyboard media keys will work over Chrome.

Turn off Hardware Media Key Handling in Chrome. Happened to me too.
