I've a pretty powerful liquid cooling setup: 480mm rad, 1500 flow rate pump with a 3.9 meters head. Would I be able to overclock my GPU to higher core and mem speeds, comparing to a trio-fan air cooling setup? Will there be a limit to the GPU itself, regardless of temps?

Depends on your GPU. You can get a few frames and such by going liquid Cooling (a 240mm Rad is PLENTY for gpus) the main issue with most modern gpus is that you run into the Power limit before hitting the thermal limits.

Mine has two 8pin power connectors. Will power still be an issue? Does the GPU chip itself have limits?

Its the GPU Chip itself having the limits in place. Youll be fine on just water and enjoying stable temps and frequencies and enjoy a long GPU lifespan.

Wait I won’t damage the card overclocking it, right? Provided low temps and a reasonable power.

you can only damage GPUs/CPUs by overvolting/overheating, so if you keep the temps in check while using the stock bios and no hardware mods

that your GPU has 2*8Pin as power connectors means, you have 75W (PCIe Slot) + 2 * 150W (PCIe_8pins)=375W in theory because the stock bios limits it usually to ~250 - 300W.

(Some XOC Cards have in stock even higher power limits)

No guarantee it will overclock higher. Every card is a gamble. If you are wanting water just for an overclock that may not even do anything real world, I assume you have a top tier version of the card.
