PSU Analog voltmeter mod

In this video case have analog voltmeter in front.

 

Is there a guide how to make it ?

 

Also if I buy this:

Is it possible to mod it so to turn on PC only if some combination is flipped, If you got some guide or hints on that please link.

Since you need power before the pc turns on you need to grab it from the 24 pin or build a battery powered solution.

So there are no direct solution for that without Programmable board. If you have some step by step guide really appreciate link. Got some experience with Arduino as well.
