I noticed that a lot of my twitch streams were not working properly on any browser I ran them in. I also noticed some of my download speeds were crawling all the way down to 60kbps-150kbps, when I have 700up and 700down, so I ran perfmon /report today on my desktop and got back these results. I have no idea why it gave back these results. I just reset my pc 2 days ago. All my drivers are up to date, and I have almost nothing installed on the computer. I went ahead and also ran a userbenchmark test and got these results there. Anyone know why I might be getting these results back and how to fix them? I am really lost.

Maybe you have a program or application that is taking up a lot of resources. You really shouldn't have these kinds of problems with the hardware you have.

I had nothing open when running any of these. It's just strange that the windows report and the userbenchmark report seem to have 2 completely different results from each other....

Yeah, that is. You should try running other benchmarks and some stress tests just to make sure everything is okay. Then try to find out what is wrong based on the results.
