you can find a Galaxy S3 for about 70 bucks through some US pay as you go carriers.

Around 300 Unlocked

 

At that price you might aswell just spend the extra $50 and go with the Nexus 5, 16GB is enough storage and it's a fantastic phone for the money.

Case = Bitfenix Prodigy, Motherboard = P8Z77 - I Deluxe, CPU = 3570k @ 4.2GHz, RAM = 2x 8GB G-Skill Ripjaws, GPU = Sapphire 7950 Boost Edition, Storage = 256GB Samsung 840 Pro.

Nexus 5. Watch MKBHD's video reviews on it (launch day and after months of use, 2 videos) and consider watching his review on Moto G.

I would say in-terms of hardware vs price, the Nexus 5 is the best cheepest yet powerfull smartphone for your money. There is also the Moto G but, i never really liked Motorola's phones.
