Something doesn't seem right

I came across this image looking for local computer stores, and for some reason I can't seem to figure out what the hell they did.

 

It looks like they went Res -> pump -> external radiator (?) -> CPU block -> Res

 

Now correct me if I am wrong, don't you always want to go res -> pump -> blocks -> rad -> res?

 

If I am right in my thinking, I feel bad for whomever they made this machine for.

There has been a lot of debate about this and I think the final answer was, as long as your pump is moving coolant fast enough, it doesn't matter.

I think that configuration was from a old magazine from MaximumPC, where they did some test on what is the best config to setup a custom loop.
